1995 ls 400 cranks, but will not start
Battery good, fuel good, fuses good. Remote unlocks doors and trunk. Tried starting fluid, no help. No spark to any of the spark plugs. Is it possible both coils are bad? How do I test coils?

Your thinking is right regarding the coils. Virtually no chance that both coils have failed. And the coils are fed by their own separate igniters, so similarly unlikely that both of those failed.
So the spark plugs, wires, distributors, coils, and igniters are all probably good.
Look for a single failure upstream of the igniters that would cause loss of ignition on all spark plugs.
