What's a good OBD scanner to make it happen? I know the dealer can make it but I rather do it myself because these kind of things are silly expensive for what they really are. Going into a menu and select an option or another and paying for that feels bad to me.

any scanner capable of doing this kind of stuff will likely be much more than the like hour or so of labor they'll likely charge.

Understand what you say but that tool should be useful for many other things related to the car as well. Am I right. Like diagnose any electrical problem and of course should also be able to test things too and erase codes if you need it Once you have the tool should also work with other LS400 and perhaps even with other Lexus models too. During the time you own the car it's a useful tool to have and you can recover your investment when you no longer need it if you sold the car.
But imagine you want just a few things for a day and see how they work and then change them back. That already is quite a lot of "work" for the dealer and you need to pay for it.
By the way I tried a couple of new Bluetooth and WiFi OBD2 adapters on my European LS400 but they don't work I am not sure if it is because obd2 wasn't the standard in Europe in 1999 or because my ECU which is not working properly and I am already in the process to fix it But I would like to know where I can check if this Lexus scanner can comunicate with the car made for any region including Celsior.

well yes that's an official toyota scan tool. believe me i love having as much as this stuff as i can, and being able to not need a dealership for stuff. if you just want to be able to read/clear codes get the ELM327, which i honestly would recommend to anybody with a car no longer under warranty. you can check codes, read live data feeds, it's a very useful little tool as far as the minimum is concerned. but if you can find something able to make these changes short of a full diagnostic scan tool then definitely let me know haha...
I will need to fix my ECU before I get on the search for a good scanner At the moment the two ELM327 adapters I tried can't comunicate with the car The OBD2 port on my European LS400 isn't the same as the ones sold in US or Canada. I read a few weeks ago about this. Some scanners need to comunicate with a different protocol.
But because my ECU isn't working properly I can't be sure of the reason why I can't read it. It could be because is defective and also because it's not compatible with the standard protocol that was standard since 2004 in Europe onwards (my LS400 is 1999 model) or could be because one of the two.
So once I get the ECU fixed I will see what happens.

A JDM Celsior UCF30/31 is compatible with the OBD2 but a Celsior UCF20/21 is not so. I use this one below for my 98 Celsior. It says LAUNCH Creader-JP. Although it is sold in Japan, everything is indicated in English. I assume this scanner is originally designed to use world wide. This also works with some VW cars, I confirmed. E-OBD must be meaning European OBD.
