Temp gauge in wrong position when turned off

Hi,
I have a 1990 LS400 about 280,000 mph.
All this time I thought my car was overheating. We changed so many things such as radiator, thermostat housing, fuel pump, hoses, sensors and probably more stuff. I have a folder of receipts.
I got a new car and had my Lexus sitting in the driveway. Now we want to try to fix it.
This is what I found out.
When I start the car, the temperature gauge goes to H (Hot). When I looked closer today, I noticed when I turn the engine off. The gauge does not completely go down to C. There has been cold days when this is happening and I've never noticed it.
I've been on youtube and online trying to research on what to do.
I need your recommendation.
