I measured at least a dozen times and got zero ohms on VPA, and might have had the + - switched. But wouldn't that just read negative Ohms? I will measure again tomorrow with the key on/engine off, and the throttle at full open and fully closed. Do you have diagram of other pins you mentioned?

0 ohms? That's also strange. There should be some resistance. I worry that the signal line VPA is short-circuited to the ground.
Anyway attached drawing below would help you to guide to find other three signals VPA2, VTA and VTA2 at the ECU connector B.

When you measure VTA and VTA2, use E1 for the negative lead. But E1 and E2 are connected eachother in the ECU and you should get the same voltage whichever you use.

I didn't have the resistance set to max on my multimeter. I did this with the connector unplugged and measured the male pins. Is this the correct way? Or should I be measuring with the connector plugged in? Here is what I measured today with meter at max - throttle full open - VTA = 752 VPA = 746 VTA2 = 739. WIth throttle closed - VTA = 754 VPA = 746 VTA2 = 738.

Ok, I see the error I made. I will check voltage tomorrow. These priors were ohms readings with connector B unplugged. Sorry for my paint by numbers effort.

I do not have the thin needle probes to do this voltage measurement with the connector plugged in. I'm shopping for them, or just have to take it to the toyota dealer.
