Default coolant reservoir/overflow leak

I was doing my regular maintenance on my 96 ls400, specifically changing the air filter, when I saw that the tubing from the radiator to the reservoir had sprayed out at some point. No obvious leaks in either the metal or rubber piping but I didn't remove it to check for a blockage. What I did notice was that the two spring clamps were both on the side of the hose to the radiator, whereas there was nothing on the hose to the metal line to the reservoir. So I cleaned off the area and moved one of the spring clamps. I will check it again later when I have more time. Has anyone seen this before? The attached picture shows before I moved the spring clamps. Does anyone know if its normal for the two springs to be mounted on the radiator side? Thanks.

I believe one should be at each end of the rubber hose. Good save!

Yup, someone wasn't paying attention last time they had to remove that line.

A few months back I used a reputable shop to do the major service and included replacing the water pump. Looks like they must have pulled the radiator to get it out. Still bothers me that there was enough pressure to force it to spray out. I'm afraid the line to the reservoir tank may be clogged so one of these days I will have to pull it off and check.
