Picked up Blk/Blk 99 LS with 94k $1500 (fuel relay issue)
I just picked up this 1999 LS400 with carfax verified low miles a couple days ago. The car stalled out shortly after I bought it unfortunately. When I contacted the seller while waiting on the tow truck he sent me a repair order from where it had the issue before and it needed a fuel system relay replaced. Any idea where that is located on the 98-00? I've searched threads on here, google images, and can't seem to find it! Is it the EFI relay in the block by the battery because that doesn't look like the fuel relay image when I search? Any idea why it would blow a relay every 100 miles? Besides clear coat issues I'm in love with this car!

If anything, more than likely your fuel pump.. change both filters while at it. Use OEM part for filter under car.

I realize there is a bigger issue. I need to replace the fuel relay so I can move the car out of my yard where the tow truck dropped it off. Then I can go from there. I'm having no luck finding that specific relay though!

I can't help with your '99 (good score, BTW, it sounds) but I'll point out that they changed the details of locations and relays in the fuel system a few times over the early years at least. So when looking at any instructions or circuit diagrams, etc., try to be sure it is of the correct year for your car. Here is an example from my '91 - but know that yours is different. I'll guess that the basic principles of that design will also be present in yours.

Also, don't assume any previous diagnosis was correct. If it were me, I would figure out how to manually hotwire the fuel pump, assuming it may take a period of flaky behavior before you can accurately isolate the problem. But if you find a direct connection to the pump (for example, in my '91, one of the outputs of the fuel pump relay go directly to the fuel pump - easily seen in the diagram in the link above) you will know you can supply 12V to that, bypassing the ECU, relays, etc. Not a permanent solution, but it beats getting towed. I think I had a way to do that with a couple of jumpers back on my '91. But be aware that a lot of current flows, so I used AWG 12 (or 14?) wire rather than just a paperclip.
In my case, on my '91 with almost 200k miles at the time, all the debugging I did basically ruled out all the electrical stuff (relays, resistor, fuses, wiring, ECU), so I replaced the fuel pump, and that turned out to be it. I bought a Denso, made in Japan, pump for 1/3 of the Toyota/Lexus price.

Rockauto shows 2 relays: a Fuel Injection Relay and a Fuel Pump/Circuit Opening Relay. The latter is to the left of the one I'm pointing at. You might try unplugging and reinstalling both. The receipt in the picture you provided mentions the the owner "had to wait to restart" and "drove 10-15 miles and heard a noise and it died". It may be a fuel pump, but try not to throw parts at it. At least you wouldn't have to drop the tank to get to the pump.

I wouldn't mind paying for one, but I would like for it to be legit (and complete). I found a hard copy set, but they would just add to the already 500 plus books I have. Our house is gonna fall down if we carry any more books into it. Does anybody have a source? Two sellers on eBay have a PDF version, but the last time I purchased one of those it was not complete.

The fuel pump relay only bypasses the fuel pump resistor when the engine needs more fuel. Without it, the engine can still run, you need to know. You have to check the circuit opening relay and why it disables the voltage supply to the fuel pump. We call it an inhibiting mode. There are 4 different reasons of the inhibiting and you need to find one of them or sometimes more. Search the forum and you'd find those 4 items.
