Are you sure the battery and board aren't still inside the case? I have seen the outer button break off before, which yours appears to have had happen to it.
If the chip is truly gone, your only choice is a dealer or online.
However, if your key is broken and you really want keyless entry, you're better off with aftermarket. Here's why:
You would need a specific transmitter key for 93-94 LS 400 (key was used for some ES, GS, and SC models, but I can't confirm what years). The FCC ID MUST match yours (HYQ1512A), because Toyota changed this over different years.
These keys are NOT programmable and require a receiver chip that is binded to that key only. Because they don't know, most don't sell the receiver chip with the key, rendering them completely useless.
