Default Rubberized tacky glue for side mirror?

My 1995 LS driver side mirror bounces at highway speeds, The J clips that holds the top plastic portion of the heated mirror is fine but the small tabs at the bottom are broken. What can I use in place of the tacky glue? Super glue, mb something silicone based? Mb something that can take a bump and give a little? plastic epoxy?

My suggestion would be to use a double sticky tape. Perhaps the 3M UHB but in a smaller strip that is sufficuent to hold it but not make it so difficult to remove. The other option is to scout a junk yard for a replacement.
