Attempting to fix tilt/telescoping wheel issue '96 LS
I've been reading up on the "garden hose washer" fix for a non-working tilt/telescoping steering wheel on my '96 LS. I can hear the motors working, so I'm confident that the spacer trick will work. I found the three screws holding the steering column cover, but I cannot get the lower cover to clear the adjustment **** for the tilt/telescoping feature. Is the adjustment **** designed to be removed? Or do I need to remove the lower dash piece (tan colored piece) in the picture?
For those encountering this problem for the first time, here's a thread that explains the "hose washer" fix:

Is your wheel fully extended? If you should have enough room to flex it over the control stick.
I did this type of fix to my one which was intermittently stopping halfway through moving. When I opened it up I found the foam ring to be still in one piece but when I poked it it started to flake, so I decided to replace it with a rubber washer from a shower hose. After the fix It didn't seem to make too much of a difference. Maybe it works better around 50% of the time or maybe that's just pure fluke and optimism on my part.

I get the feeling that my wheel is not fully extended, but none of the controls (up/down, in/out) on the control stick seem to work. Any advice on how to extend the wheel fully if the control stick won't make it work?
I can hear the motor wanting to work, and I think the washer trick will work.
