1997 LS400 Drivers Side Low Beam

Hi, I lost my drivers side low beam last week after having had a few minor problems in the past. About a year ago, my low beam seemed to stop working. After simply removing and reinstalling the same bulb, it came back on. I guess I just touched it and it worked and kept working for about a year. I assumed it was the connector.
It went out again last week. I replaced the bulb and the connector. Still no light. I checked the fuse box and no blown fuses. Power was properly moving through the proper 10amp fuses when the lights were on. However, I am not getting power to the bulb wires. I replaced the headlamp relay with the relay from my '98 lexus and the left headlamp still didnt come on.
Am I missing something? Why is the passenger side working but the drivers side not working? Are there separate ballasts or something or is it possible that the wire somehow has a connection flaw? I am assuming that the wire goes straight from the fusebox to the connector to the headlight.

Replace Low Beam HeadLight Bulb on LEXUS LS400 1997 ~ From the back of enclosure how do I identify which bulb is the Low Beam Bulb?

The 3 prong bulb in the upper and outer area of the headlight fixture has the low beam built into it. If the bulb has 2 prongs then it is a secondary high beam bulb.
