Problem programming 1996 LS400 key remote

Problem programming 1996 LS400 key remote
Quick question. I ordered 2 remotes for my 1996 LS400 from lockpicks.com. I got them yesterday and tried to program them both. It did not come with instructions, so I used online sources and youtube videos. I was able to get my car into "program mode" (locks cycled by themselves). However, once I tried to press both the unlock and lock button simultanously on the remote, the locks did not cycle and the remote did not do anything. I tried it again and only pressed one button on the remote. Nothing.
I even put in brand new batteries and same result. I checked both batteries while the case was open, and when I pressed one of the lock buttons, a red light turned on, so the batteries are good.
Am I doing something wrong? Is there something additional you can do to complete the program? Anyone else get this far and run into the same problem?
I contacted lockpicks.com and they confirmed both remotes I received were the correct ones (HYQWDT-C).
Any ideas or suggestions appreciated.

I noticed that there are different program "modes" such as "add" "rewrite" "confirmation" and "erase" determined by how many times you turn the key to on/off after cycling the unlock/lock. I did it twice, which I believe is "rewrite"; however, I may need to use a different mode.
Does anyone know if the "erase (prohibition)" mode mess things up if I go that route? I believe that is turn the key on/off cycle 4 or 5 times.

Help request: 1996 LS400 Key Remote program. Get into "program mode", then stops
I have searched the forums and found plenty of "how to" tutorials to program; however, I did not find my specific problem....where I get stuck.
I ordered 2 remotes for my 1996 Lexus LS400 from lockpicks.com. I got them and tried to program them both. It did not come with instructions, so I used online sources and youtube videos. I was able to get my car into "program mode" (locks cycled by themselves). However, once I tried to press both the unlock and lock button simultaneously on the remote, the locks did not cycle and the remote did not do anything. I tried it again and only pressed one button on the remote. Nothing.

I then rolled the dice and ordered a pre-owned OEM Lexus remote from the same model (96 LS400) in hopes, maybe I needed an OEM Lexus remote. Same problem. Car goes into program mode, but no reaction when I push the buttons on the remotes.
I've tried turning the key once (add mode) and twice (rewrite mode) and the vehicle locks respond (cycle themselves); however, no response when I press buttons on the remotes I'm trying to program.
Am I doing something wrong? Is there something additional you can do to complete the program? Is there possibly a fuse or other part that is not "connecting" to the remote signal?
Anyone else get this far and run into the same problem?

Do all door lock actuators work perfectly when you cycle them many times?
What I mean to say is that the rock or unlock works well and quickly when you do it just once or a few times but when you do it repeatedly many times in a limited time, do they work a bit slowly as you push the button next to next?
This is a bit technical but there exists a problem called "ferroelectric Curie point" behind the scene sometimes when the key-fob is not successful, I have experienced several times at local shops.
What I mean to say is that the rock or unlock works well and quickly when you do it just once or a few times but when you do it repeatedly many times in a limited time, do they work a bit slowly as you push the button next to next?
