Can't Wiper relay on 99 la 400. Help even called a Lexus dealer.

The wiper/washer is controlled by the Body ECU. The wiper motor circuit diagram doesn't show any relays. If there are relays, they're probably inside the Body ECU box.

The wiper is controlled electronically and the troubleshoot needs some skills. As paulo57509 wrote, there is a MPX body ECU and the microprocessor inside of it drives the wiper motor using a relay driver and a relay. See below and how it is organized. This is the board for a JDM 98 Celsior's MPX body ECU/computer. This must be quite similar to those export models.
There are 2 microprocessors and relay drivers, relays, bulb drivers and other components. I'm an EE guy and what I do is not for everyone and may be strange for them since I often analyze the board and fix problems just for my curiosity. The quickest way to fix will be to replace the MPX body ECU if the problem is caused by that. To find a used MPX body ECU may be a way to go. But those used MPX body ECU tend to have some other problems such as the dome light doesn't work, courtesy lights don't work or door locks don't work properly.
