Default Where does this supposed to go?

First pic is the hose in question the second is the end....has a bolt in it.

well I tried to help you, but being old (86) I checked the wrong end of the hose, and I cant work and look what is on the other end...
some one will probable help... the other end goes to the front oc the black box and plugs into it ??? cant feel it.

Could it be part of the power steering "idle up" air control valve system vacuum tubing?

Check that the other end is plugged on air intake resonator box (that hose actually depicted in the lower left corner of preceding image.)

Someone was unable to locate an appropriate rubber cap when they disconnected and instead plugged the hose with a bolt.

Yes, the hose circled in the OP (17343B in the diagram) goes to the PS air valve.

Yup look what I found The smaller one is attached to one end of the ps air valve Could this be causing a p0441 code and low idle?

Low idle is still there but replaced the hose and found some more cracked ones in the area so replaced those. After starting it, check vsc vsc and check engine came up. Unplugged battery for a bit. Gonna drive a few hundred miles again. Figure I need to give the ECU time to readjust itself

Probably found the reason it was disconnected by some previous owner. Check VSC seems to come up often on the 98's, 99's though.

Check vsc came up before it as well. Before check vsc would come up abs and vsc would be disabled. This time just vsc was disabled.
