The speculation has been that it was a last minute change due to height requirements for side marker lights. Early promotional photos in 1997 for the 1998 LS400 showed the front side markers being what became the dummy lights next to the fog lights. Here are a few of the promotional photos from 1997.
Perhaps why too the low profile bulb pocket...adequate for a T-3 1/4 bulb though.
Dr. LED's 8-chip amber bulb assembly installed in the current side marker lense improves luminosity considerably in relation to incandescent, so repositioning it in the cornering lamp is better use of its higher light output.
Indexxing bulb and machining J-slots for bulb sockets in plastic cornering lamp housing blanks is the challenge.
