IMO, they're designed to illuminate the headlight reflector and not provide forward lighting; they're up and under the lip of the hood. I have natural amber bulbs in mine and they don't illuminate the reflector as well as clear bulbs. I haven't really noticed if they're supposed to be DRL's. With tungsten bulbs installed, they go un-noticed when the headlights are on. Maybe because I have the factory HID lamps.

Those parking or pilot lights illuminate the headlight reflector through a rectangular opening. They come on when the lighting switch is in the "first" position and remain on with the headlights. When the headlights are on, you really don't notice that they're on. They don't operate as DRL's.

Your "first position" is off position or first detent position on headlamp switch stalk?
Mine are on in the off position.

If your parking lamps in the headlight reflector are on when your switch is in the OFF position, you might have a Canadian spec'ed car that has DRL's. What does the headlight icon on your switch look like? Is it different than the icon in the image above?
