Default 99 Lexus Ls400 no electrical power but still starts up and runs

(SOLVED) Hello all, first time posting here, I changed my spark plugs today and cleaned the throttle body while the entire air intake system was off the car. When I was done and put the keys into the ignition, there was the chime sound but no dash lights appeared and the radio/climate control didn't turn on. What's weird is that the car cranked and turned on. I attempted to move the shifter but it's completely stuck, like the vehicle isn't even turned on. Nothing electronic on the car works except the starting chime but the car still starts and idles. I reset the ECU by unplugging the battery for 10 minutes but that had no affect. I'll upload a video of the issue when I get home from work later tonight. Any help is much appreciated, thank you all.

You probably blew a fuse.

If no one told u this it's probably 120 amp main fuse in the fuse block next to battery. Had identical issue with a 99 ls 400 and that was the problem and usually is with that dramatic of electrical issue.

(Solved) I checked and the 80 amp main fuse was completely blown. I replaced it and the car works, thanks all for the help.

It takes a lot to blow an 80A fuse & especially the relay so you must have accidentally short-circuit the 12V line to ground while working on your car. By design, the fuses/relays are there to protect & it works so you're lucky as it could have been worst. Just be extra careful next time when you do some work in the engine bay near any connectors & especially the battery & power cable, etc... To be safe, you can always disconnect the power or ground cable from the battery then re-connect when everything is done. You'll have to drive 50+ miles or so to complete the drive cycle (emission control monitors i.e. CAT, EVAP, O2, EGR, ect...) & in most cases, you'll noticed a performance improvement as the ECU had been reset back to the car manufacturer's optimum settings.
