Yeah that would stop some air. No way is it 24 yrs old though. If it was maintained at the dealer when new that is something they do for scheduled maintenance.
I've seen worse then that on some other cars. (non-Lexus)

I'll totally agree with how people don't take care of their cars. I found out the hard way on the car I bought a few months ago, which I thought was almost perfect. While changing the front crossover pipe on my engine I found the BIGGEST mouse house ever made up of insulation and leaves between the two intake manifolds. I filled a 10 quart plastic container twice, and that's just what I could reach. (can't get in by the starter) Totally unnoticeable when I inspected the car. I'm disgusted with myself that I didn't see it cuz I woulda passed on that car. But it'll be good when I'm finally done. Ya gotta watch out for everything.
