Replaced Caps, Filter/Fluid change, No Kickdown, 2nd gear and O/D off not working

Hey all, new to this site, want to start off by saying thank you all for your contributions, many of these threads have helped me out in getting my 1993 LS400 running better!
Now, to the issue: i have always had a code 63/67 for transmission codes, did multiple drain and fills, cleaned the trans filter, inspected solenoid connections etc, never found or solved anything. (Now the weird part is, i never have any shifting issues on first drive when the fluid’s cold, but once it warms up, everything starts acting)
So, i had seen threads of the ECU caps, mine were definitely bad, finally got to replacing them, and it most definitely changed a few things in the car. (better low end power, higher idle, easier accessory voltage regulation etc) Now, once the trans fluid warmed up though, all the shifting issues reappeared as would have happened without anything being done earlier. I still get code 63/67 coming up.
Now, if i do drive it long enough, sometimes*** not all the time, but sometimes*** the gears will start catching and will be fine, but then, occasionally*** when that happens, it’ll flop back and forth from shifting fine after one light to leaving the next light and the shifting issues are back, leaving me stumped.
Another thing to mention is when i drop the gear selector from D to 2, it goes into 3rd???? with torque converter locked???? (lower rpm) because it doesn’t necessarily accelerate quickly*** as would if the torque converter was unlocked. Neither pressing the OD button off will unlock the converter. But dropping it into L will def get it to go into 1st. The only time i can actually use the L, 2, O/D button(off/on) and D and each work the way they’re supposed to, is on first drive of the day, about 80% of the time.
Any insight would be greatly appreciated!
