The permanent fix needs to renew the lubricant used at needle shafts. You need to use a small vacuum pump to suck the old lubricant. After removing the old one, you need to apply the new lubricant Shin-Etsu KF96. But don't apply the new lubricant too much, I must warn you.
I replaced my entire cluster assembly complete with new main circuit board and all new needles. Fixed my issues with fuel gauge inaccuracy and funny enough now my temp needle sits dead middle (as opposed to one notch towards “H” before replacement). However both tachometer and speedometer are sticking - perhaps more frequently than on the original cluster I replaced.
Yamae have you refreshed lubricant on your needles and permanently fixed your sticky needle issue? Delicate job for a professional or doable for average diyer?
Researching the lubricant you prescribed, seems there are many variations. Do you know specific grade that is appropriate for this task?

Sorry for your trouble. You have experienced such many problems.
My 98 Celsor's meter only had a needle problem and it has been working OK ever since I applied the KF96-1000cs which was given as an engineering sample from Shin-Etsu. My company uses variety of Shin-Etsu products a lot. I don't need to whack the dash anymore.
