I recently replaced the bulbs in my LS with an HID kit because the left light was out, and even when I replaced it it still didnt turn on. I cant figure out what it is if its not a bulb problem. Could it be a fuse?

This may be checked already, but...
Did you actually check the fuse?
Also the headlights have to be ON as well for the fog lamps to turn on, with the stalk switch.

If you are drawing primary HID lamp ballast power from the fog lamp circuit, you may need to move this to a direct line from the battery, with a separate fused link... The secondary power is a light switched relay so this should be tapped from the original lamp line. I am not sure if the LS430 will sense irregular voltage to set off a bulb-out status on diagnostics circuit, but if that's the case, you may have to install a resistor to turn this off.
