Default Road Noise, Tire Noise or Bearings?

The place I bought my car from is going to put 4 new tires on the car. They went the cheap route and put Sumotumo and Ventrua Tires on. (I've never even heard of those brands) Well the road noise is horrible. From 20mph and up we can hear a growning sound. How can I be sure its the tires? The car has 26k one it.

A bearing can't go bad this quick can it?

Default Tires

If the noise manifested itself after the change of tires its got to be the tires
