Turning on my seat heater for my driver seat this evening, and the switch is staying in the "out" position. I try to click it flush with the dash, and it's no go.

How do you pull the switch panel from the dash?

Real easy...just open the compartment above panel, then grasp the panel firmly and tug onit. I have recently change the bulb for my vsc switch. Should take you less than a minute!!!
