steering wheel problem

my friend has an 01 LS430 just like mine

his steering wheel wont go in or out, and it goes up very slowly, but going down its normall

whats the problem, what do i need?

if he has the dough, he needs to get it fixed... the problem is the "steering wheel"

no but im saying is it like the motor inside that moves it around?
how much is the peice?
