Around my area, the bumper would be town off by the pot holes, and parking lot bumpers... Funny this is, No matter where i park. when I come out of the mall, there is a clunker next to me half the time.... Unless I use my handicap sticker... I only use it on bad days,, but most times would rather walk....

i don't think the owner would drive the car that low, i am guessing that they would raise it up a little. i lived in japan for a little while and although there are a lot of flat roads, and surprisingly not many pot holes in the major cities,, well now that i think about it i drove a dropped vip sedan with about 2.5-3 inches of clearance for a good year with only minor problems over there. i still think they would raise it up 1 to 2 inches though.

I know Junction Produce makes a front bumper similar to that. Looks like the stock but has those bars in the center opening. Not saying that's what it is, but that's what it looks like with a front lip added on.
It's not exactly the same but, it's the closes thing I could find and think of.

that sorta sucks i guess, or maybe not... i was about to say that i like the right one better, and well i still sorta like the right one better... i wonder if there is one that looks exactly like stock just sits about 2 inches lower than stock.??

Oh~you know. You can cut the front bumper in half, add 2 inch, then you have "modified stock bumper"
It's not uncommon in Japan to just use stock bumper but put different fog from other cars, just to be different.

i lived in okinawa for a couple years where i met my wife who is from osaka (kansai). My wife had dreamed about moving to okinawa her whole life and had finally done it when we met and then bam, 12 months later she moved to the states with me... but we are trying to move back to okinawa or at least hawaii in the near future.
yeah those japanese are always doing some cool crazy shiz to make their car just a little bit more different or just a little bit more custom, thats what i loved about the vip car scene out there. if i had my choice now for a vehicle in japan it would have to be a crown hybrid though. i had a sweet 95 gloria out there which is what got me into the vip scene:
as you can see i was sporting a Yankee plate at the time, but if we go back i'm gonna get the normal plates through my wifes name for sure...
then i graduated a little and tried my hand at an aristo in the states:
now i finally got the celsior which i wanted since the first vip celsior i had ever seen:
i wish i could get a stock bumper that is just like 2 inches lower (towards the ground), plus some stock looking side skirts to match the 2 inch thing... but for a back, i might have to choose something from a nice kit... what you think a bumper like that would go for in the states??
