Default is replacing the caliper bolts necessary when replacing pads and rotor?

lexus dealer wants 8 bucks each bolt, is it necessary to replace ?

If you did not remove them, then no, they are not required to be replaced. Only when they are removed do you have to replace, because they are torqued to "stretch" in a sense and when you remove and put back on, you won't be able to torque back to spec properly.
