Yep, it's a cornering light on Japanese home market Celsiors -- shades of old Cadillacs. The 04-06 Celsiors also have cornering lamps.

As you can see in the attached drawing of an 03 Celsior fog/cornering lamp, the Japanese version light unit is substantially deeper in order to accept the cornering lamp bulb.
