What would you offer for a 2004 LS430 with 120k miles?

That is a great deal! I have never seen a 3gs go that low. I know it's high mileage and all, but still

I thought these cars where reliable why would anyone need to spend 4k a year in service work??

I just pulled the trigger on an 04 LS430 pearl white for $15,995 with 89k miles. 1 owner carfax legit with Lexus maintenance records
I have never bought a car at asking price before but I could not find any cheaper than this anywhere. I did get them to waive the dealer fees.
I feel pretty comfortable with the buy but...I think I could have gotten them down more if I waited, however I would have run the risk of losing the car and I needed a new vehicle ASAP.
Here is a photo of it. It is super clean inside as well, no navi but don't really care about that.
Is the vin safe to post on here?

Great looking car - my advice is to get any of the fluids changed that look old. Get a fresh start (unless the seller already did the fluids). Did the car have the full timing belt service yet? If not that is usually a pretty big ticket item.

It had its 60k and 75k maintenance performed as well. The driver was really on top of getting the service done.
so at 90k I will need that maintenance performed and that includes timing belt and water pump? How much does that typically cost? Does anyone know of a good spot in the Tampa, FL area to get this service done?

I would say around $14k
Carmax has a 2005 LS sport edition with Nav for about 21450, 74k

90k TB service includes water pump and some other misc parts and seals. You can search the forum for exact parts list that should be replaced. When comparing estimates beware of estimates that don't replace the misc parts - you should get all recommended parts replaced at same time because 75% of the job is labor. I have seen $1400-1900 quoted for the service depending on the shop with Lexus dealer being most expensive (but least likely to screw it up).
To lower cost you could buy all the parts online in advance at a pretty good discount (even from Lexus) and just get a labor quote from the shops to save some money.

It's pretty standard to do the water pump and timing belt together along with any additional parts that are required once everything is opened up. However, don't get crazy about having to get it exactly at 90K as the OEM parts are robust and do last. Prices vary for this job, but I would take it to Toyota rather than an independent shop as they have experience working on these engines. Lexus will be over the top in price.
