Curious how you find your Lexus? Did you search AutoTrader, Cars.com, CarSoup, Craigslist...?
And, regarding the painted bumper... nearly all used cars will have the bumpers repainted when sold by used car dealers. Private party owners don't go thru that step when preparing a car for sale... typically. If the paint is not a good match, it should cost you less than $500 to repaint it with a good 3 stage paint job.
The sensor problem is probably not associated with the paint chip. You'll need to replace the affected sensor.

Thanks for the tip DDLexus I'm going to order one off eBay. I mainly looked on craigslist in dc metro but then I started to look on craigslist in the smaller cities and got lucky. I found my SC the same way.

I took it off again brought it in the house and took my time with it and it only worked for a day again. Does anybody know where I can buy a new mirror adjustment piece? I was looking for a front lip too but it seems hard to find parts for this car.

I recommend you just replace the entire mirror using "fleabay" or car-parts.com. I bought one for my SC430 a few years ago from a seller on fleabay and was happy with the result.
