Flaking paint issue and Lexus CS
I bought a certified LS430 from Orland Lexus in IL. They shipped it to me in CT. The sales person stated it had 2 scratches. The delivery company had marked 27 on the bill of lading. I negotiated a $500 settlement on the scratches. Then a few months later the rear bumper starts to paint flake off. I have two spots about the size of a softball. I called Lexus CS and they won;t stand behind this. Any idea? Only had the car 6 months. Has 72,000 miles

Orland Lexus probably resprayed the rear bumper and the paint is not sticking. You'll need to settle the problem with them. I would get a written estimate from your preferred body shop and have a copy of the estimate and pics to email to them when you call. Good luck. Worst case, you'll need to eat the $300-$500 to remove, prep, respray, and reinstall the rear bumper cover.

I am assuming that the bumper has been painted or the flaking was caused by the scratches, since it is extremely uncommon for paint to just flake off on its own, especially on these cars. Also, the kind of flaking you are describing is common among improper resprays.
Lexus CPO does not cover paint, original or otherwise, so you have no issue with Lexus.
Your only recourse seems to be against the dealership if they painted it incorrectly, but you already accepted a reduction in price due to the paint defects, so that is a difficult path to walk. Legal action will cost more than painting the bumper, so you probably don't want to go that route.

Lexus and Toyota CPO's can get around saying they painted bumpers. Its a messed up loop hole but its not required that bumpers be refinished, I know dealers proabbly did it to help sell the vehicle.

Bumper could have been resprayed by dealer or sometime before - really no way to prove it unless the dealer admits to the respray. It is very common for a Lexus dealer to repair and respray the bumpers on an LS in prepping it for CPO package. If you ask them, they will normally tell you exactly what they did to CPO prep the car. Sales dept will normally have a record of all repairs, paint, and prep steps because the repair and body shops charge the sales dept for every thing done to the car to prep it.
Buying and shipping a non local car sight unseen (even a CPO car) has some amount of risk especially in the area of the car's cosmetics. Being told the paint is in great shape, interior is in good shape, only minor scratches, etc. - those statements are very hard to quantify. And pictures are only helpful to a limited extent - they can hide a lot of small hard to capture issues. If it were me I'd contact the dealer and let them know paint was flaking off the bumper and ask that they pay for 1/2 the repair bill - they may agree but since time has passed since the sale and because you are not local, I think you may have to eat to cost of repainting the bumper.

Thanks for your comments. I did speak with the Certified Program Manager at the dealership and he reviewed the service records,He stated they didn't show any paint work ticket while it was at the dealership.

I haven't been on CL for two weeks so missed this thread... We had a similar situation in 2008 when we bought our 430 CPO. We had a small chip on the roof trim rail as well as a softball sized spot of missing paint on the lower fascia. We had proof the dealership had re-painted the roof so we were able to convince them to re-paint the rail at no cost to us but we couldn't prove the huge chip was there when we purchased. So we paid for that one, although they gave us a "break"...
