Default possible clockspring problem?

just wondering if anyone might know or had experience with this problem i am having with my wife's car. i was thinking it was the clockspring b/c i had the same problem with a Jeep Wrangler i had. basically when the steering wheel is straight (like if you were driving down the road) the horn & radio controls do not work. but if you turn the steering wheel 90 degrees to the left or right, everything works.

can anyone verify this or maybe point in a direction to test something else?
