Default Steering wheel movement problem

My 2002 LS430 steering wheel wont move up or down. The wheel is supposed to move up when the ignition is turned off. However it only move maybe a half inch . I tried the **** on the left of the steering column and it does the same thing. In and out movement if ok, just up and down. ANy one have any suggestions? Bad motor? Is it a diy?

Default steering column

All of a sudden it started working again, perfectly. Is that more evidence that the motor is going bad?

Yes intermittent failure of switch or motor likely will lead to eventual; complete failure. I had my cbest settings changed by the dealer to disable the automatic steering wheel movement when starting and and stopping the car. My thinking is that disabling the auto function will reduce wear and tear and preserve the tilt motor's function.
