Air blowing sound from dash?

Air blowing sound from dash?
04 LS430 sport. When AC is turned off it sounds like air is blowing out but there's no air. It just sounds like AC is on. I've checked to make sure recycled air and anything AC is off.
Any ideas on what this is?

Do you hear the motor closing the vent when you switch from outside air to recirculate?
I assume you aren't moving when the sound is occurring and also the engine is on. Could be a soundproofing leak coming from the engine compartment but these are just guesses.
You can still have air blowing through the vents if the fan is on.. even on the lowest setting. IS THE FAN ON???

Nope everything is off. I checked multiple times ac and fan is completely off. Very odd. It's actually occurring while I'm driving.

Also, when I'm idle I hear it too and thats when I try to figure out the issue. I tripled check to make sure anything related to AC is off.
