Failed Emissions - No Votage to OBD Connector & No Enging Light
Took my 2003 LS430 in for required emissions testing today and the tech said I failed. He said they could not read the OBD. Said no voltage to connector, and the engine light on the left bottom of instrument cluster is out. No obvious issues with car. Everything seems fine. Had a friend try and connect his OBDII scanner, and he could not get a connection either.
Checked fuse. It looked okay, but tested bad. Replaced it, but still no power to connector, or engine light.
Has anyone had this problem? Any suggestions on what I might next check?

No solution yet. Replaced fuse for OBD. Still have problem. Been out of town, but having it look at by my shop next week. Will post findings. I thought I might get a few responses on this site, but this must be a unique problem.
Praying it's just a bulb and not my ECU.
