Here in UK if the car has the EML light on, it is not a failure. Just an advisory.
As long as the emissions are within the threshold. It will be fine.
My biggest worry was all the misfiring it was doing with the OCV, that would have failed.
But now it should be OK.

If you choose to replace the VSV yourself, suggest you buy the replacement VSV & gaskets and take them to an independent shop for installation.

Hope you're correct. Other Lexus forums in U.K. are not as positive.

There was some confusion and still is with some people. The car is meant to fail the test if a safety system such as Airbags/ESP/VSC/ABS Self Leveling of Xenon Lights are not working and they also do checks for the self test of the lights when the ON position on the ignition switch is enabled.
Any of the above and it is an automatic fail.
However since the EML is not linked to any of those and it is most of the times a link to emission sensors. The MOT will rely on the emission test and will make a note that the EML was on at the time of testing.
Many still think the EML is a fail, but this is not correct.
*Just posted on there to make it easier for people who find it from now on lol

Your issue may not be the OCV at all. Have you tried a simple reset of the VSC? See post # 13 in this link: https://www.clublexus.com/forums/ls4...c-vsc-off.html

Great news! Now, I hope replacing the driver's side OCV on mine (part arrives today) cures my P1349 code as it did yours. I'm confident it will. And, if I continue to have the VSC off light, I'll do the reset as well.

Good news I have picked up the car from the MOT test.
And it sailed through , the only advisory was the EML light was on, (3 codes on O2 sensors and VSV).
But it did pass the emissions without a problem.
Which O2 sensors are these meant to be? before or after the catalytic converter?

Great I shall do those next month.
At the moment I have to commit some time to the GS300 I have the boot spoiler to install I am tempted instead of painting the colour of the car to carbon wrap it... and maybe carbon wrap the mirrors and roof as well...
It should match the wheels of the car. I have installed the OEM 18" sport wheels, lowered it with new springs (only 30mm), tyres are staggered 245 front and 275 rear. And tinted windows (rear sides as DIY my self and paid a professional to do the rear window... didn't want to mess it up).
This is the current state.
I just want to keep it smart and nice looking
This is how the OEM boot spoiler looks like
