I'm planning on buying a set of XXR 536 18x9 +32 wheels, or MST MT13 18x9 +35 and putting my car on RS-R super down springs. I've been hearing a lot of different things from people over the web as to drop first or put wheels on first. Any advice?

Drop it first that way you can get used to taking driveways, steep entrances etc.

drop always first. Although when I bought my car, it came with 20s so I did the opposite, but whatever lol eventually I'll do a drop and go to 19s.
I really like the way the 18" 5 spoke oem wheels look size-wise. I was thinking of 19s at first but idk if I have the patience to save more to get 19s and the tires for em 😂
Lower first then work on wheel fitment. Fitment changes drastically depending on ride height. I would go 20's or stick with OEM 18's. 20's fill the wheel well very nice.

Agreed 20's are the right size anything larger is to much in my opinion.
