fuel pump no power except fuel level

what do I need to check fuse resistor or relay?
I put a new pump and strainer becasue it wouldn't start. seems like no fuel. I turned ignition on and there is not 12 V to the pump plug. There is 4 volts which I think is the fuel level meter. I get a readout on the instrument panel showing fuel level.
So what do I need to check next to see if I need a fuse or relay or resistor?

I wanted to thank you both for the help. I don't know exactly what happened but I had issues with both FPMP and COPN getting power to activate the relays.
I checked the relays and they worked.
So I jumped both relays so they passed the power through to the fuel pump.
Then the pump buzzed and I was able to start the car. I then installed one relay and the car started, and then the other and it started. SO I buttoned everything up and everything works great.
Thank you for the manual and the clarification on relays and fuse to check. The car starts immediately and I am back on the road.
