What's this blinking light?

What's this blinking light?
A photo would no doubt help, but it's too dark. I'll get one later if needed.
I've only owned my 2003 LS430 a couple of months, so I am still learning things, I went out into the garage tonight and noticed that there is a blinking red light, a tiny dot, on the surround of the section that contains the rpm dial, speedometer, etc, It is just under a drawing of a car. It's on the left side of the surround. The owner's manual doesn't seem to show this anywhere. Any clue as to what it is trying to tell me? Thanks.

Does our factory alarm have an ignition lockout too? Meaning, I tested the alarm on my 2001 LS430 by rolling down the drivers window, locking the car with the remote, and then reaching through the window and manually unlocking the door. Horns blared until I unlocked with the remote. If I would, not turned off the alarm, and have tried to "Hotwire" the car would it have started?
