AC Fan Speed Won't stay on Setting

I don't run auto climate in my car, I just pick a fan speed instead and adjust manually.
I noticed over the last couple of months, that when I have my fan on the high setting (much needed for Vegas summers), it will gradually begin to slow down to a medium or low setting. To fix this, I'll pick another speed, then back to high again and it will blow as it should. Or I may turn the AC off and then back on, and it will blow correctly.
I searched, but didn't find anything. Does this sound like the resistor?
