Battery Problem

The structure I am refering to is the structure that the fuse box is bolted to. The hole is about 7 inches down from the top of the fuse box/or battery. The hook on the rod is then faced forward to the hole, opposite the adjunct side of the battery, and less than an inch away.

I would also suggest reinstalling the plastic sleeve that goes around the battery (on this and any car that has one--from our own stable, it would seem that cars that utilize a vent tube do not have them, but this is in my huge sample of 4!). I foolishly tossed it on my 1998 Nissan when it was about 6 years old (still have the car). Somewhere around 2014-2015 the front fender was rusting away, only on the left side. Asked my uncle wth do you think is going on? He said is the battery on that side, and did you throw away the plastic sleeve around it? I figure most people don't keep a car long enough to have that happen. fyi...
