Default Motor for tilt steering

I have a 2003 Lexus LS430 and the telescop tilt steering adjustment is not working. When I try to adjust it, I can hear something moving inside the steering column (like some gears moving) but only when I pull the **** towards me (and I don't hear anything when I push it forward or up or down)... the steering wheel doesn't tilt, telescope or retract. I was wondering if the whole motor would need to be replaced for this or is there just a part of the motor that would need to be replaced or how you could tell.... Is there is any work around? And if I had to change the motor for the telescopic steering adjustment, is it best to order one off of someplace like eBay and pay a local mechanic to install vs going in to the dealership?
