02 ls430 - cranks but won't start - fuel pump primes nonstop??

Hey guys I need some help with an 02 LS430. Car was running and driving fine up until a fire occurred in the rear due to a small fuel tank leak. Fire was put out right away however my insurance company (liberty mutual) would not do a darn thing even though I had full coverage...
After the fire, she refuses to start. She will crank but won't start. You can hear the fuel pump priming nonstop when you try to start it... I had a mechanic look it over and he said that the wiring needed to be redone where the fire happened... however after redoing the wiring, the car is still doing the same thing. Fuel pump continues to prime nonstop when trying to start the car...
Can anyone shed some light on the situation? Maybe there's even an experienced toyota/lexus mechanic in eastern PA that would be willing to help. I would hate to have to part her out as she's still in decent shape with only 130k

It sounds like your fuel pressure regulator is faulty. It's located on the fuel pump as the LS fuel system is a dead-head design. It's internally bypassing and not allowing the system to build pressure.

thanks for the tip. have you seen this exact issue before? it does sound like you know exactly what you're talking about so i get this feeling that you're onto something. i did a search last night and the only thread i could find was for an sc300/400 and they mentioned FPR being the culprit as well.

No direct experience with this issue but I have a through understanding of how the system works. If it was my car I would confirm the lack of fuel pressure by loosening the bolt on the pulsation damper but not removing it. Put a rag underneath and have someone else cycle the key to see if fuel sprays out. I suspect you have no fuel pressure at all as opposed to low pressure.
