Correct. The mirrors do not go down.
Adjust the mirror angle using the switch.
1. Select the mirror to adjust.
(L : left or R : right)
2. Adjust the mirror up, down, in or out using the switch.

Folding and extending the side mirrors

1. Folds the mirror.
2. Extends the mirror.
3. Automatic
If the switch is in the neutral position, the side mirrors are set to automatic operation, and the indicator light comes on.
■Adjusting the side mirrors downward when reversing
Step 1 Put the transmission selector lever in the “R” position.
Step 2 Move the mirror switch to the “L” or “R” position.
The mirrors will return to their previous position if one of the following occurs:
•The selector lever is moved to a position other than “R”.
•The mirror switch is moved to the neutral position.
•The ignition switch is set to ACC.

Yes the mirrors do angle down as long as the mirror adjustment switch is either in the left or right position. If the switch is in the MIDDLE position the mirrors do not angle down.

From the owners manual:

When you are backing up, you can adjust the mirrors
down quickly by the following operations with the ignition
ON.
Put the selector lever in the “R” position.
Place the master switch at “L” (left) or “R” (right).

The mirrors return to the previous position by any of the
following operations.
Put the selector lever in a position other than “R”.
Place the master switch in the neutral position.
Turn the ignition switch to the “ACC” position.

FYI, the master switch they refer to is the switch that you use to select either the drivers side mirror or the passenger side mirror when you want to make adjustments...
