Default Mystery ground

Where does this ground go? It's near the passenger frame rail. I can trace it back to the battery, I think, but I don't know if it splits off somewhere else?

It obliviously needs replacing with something else before I stick it somewhere.

I'm thinking bolt a new cable to the "alt to battery", is this correct.?

It's not my car and it's "new", I'm more familiar with Ford's, but I'd like my next vehicle to be a 4runner.

This explains why the starter just blew....

It wasn't as corroded as it looked, so I just put it on the bottom alternator bolt for now. I'm surprised the car didn't have more electrical issues than it does.

Here is a screen shot from the factory service manual, like 911le said it goes on the alternator.
