One guy opened this barrel up, it's all cogs and springs there, never got it back together.

TBH rack failures are ripe in my parts. Lots of water almost all year long, racks short out left and right...

The OP could try re initializing the steering before spending that amount of money, I know this tsb is for a 2010 but it should work for an earlier model.
You don't need techstream to perform it only to confirm it's been reset, I think if the steering wheel is centered after this that would be enough for me. Unless the boots were split open or the wiring connectors were green I would try every option I had before dropping 5k on a repair.
