Kinda true! But I feel that English with a Singaporean accent and Singlish are very different. English with a Singaporean accent is like proper english that sounds Singaporean while Singlish is a little screwed up English with all kinds of different words like Lah, Lor, Hor added to it. Government officials and other people at the workplace never use the latter.
