I searched and found that apart from a few minor updates the glass was updated in "late" 2007 models. When (what month) does one consider a 2007 model to be late and have that upgrade?

i suppose you mean on swb? for swb ls460, i think laminated glass for front started in 08? i don't recall 07 swb had laminated glass except those with tsib done

All of the 2007 LS460s(swb) came with the Temperlite glass in the front doors.

TSIB NV009-07 provided for the replacement with Lamisafe glass under warranty.

Some of the early 2008 LS460s(swb) also came with the Temperlite glass and were also covered by this TSIB.

That's correct, the LWB had the Lamisafe glass in 2007. None of the SWB had it from the factory in 2007. I had mine changed with the TSB...

I got a 2007 SWB made late in the model year and did not get the laminate glass. That being said, I also got a model with zero wind noise. I even posted here at the time that they must have fixed the problem because the first day I got it I took it out on the highway because I was so concerned about it. However, subsequently others reported having the noise. I guess whatever guys put together my car did a better job.
