I was wondering if I can see what options my car had when new from the VIN number and maybe also see what the original owner paid for it (or at least the listed price). Thanks

No, the VIN won't give you much information although you might use it to track down a copy of the original window sticker. There is a door plate that will give you a little info about color etc. A dealer could help you by retreiving and printing the build information from their service system. Most Lexus come with a limited group of option packages so someone familiar with that model could quickly tell you what option package(s) your car has.

Your dealer can print out what options came with the car per VIN. It also shows list price and standard features. It also also shows dealer price, but you probably won't get that from them.
