The stains around the exhaust tips and bumper were driving me crazy!
If you know how to wax a car, you can do this.
This took about 20 minutes.
Products I used:
3m Rubbing Compound (~$10)
Cotten rags

I first washed the car with some Optimum No Rinse (love this stuff).

Instructions for using 3M Rubbing Compound:
Hand Use
1. Apply to small areas, about one to two square feet.
2. Dispense a quarter-size drop of material onto a clean, soft, cotton terry cloth towel and apply to
the paint surface.
3. Work the area using a firm, circular motion until the rubbing compound is dry.
4. Remove remaining film using a 3M™ Microfiber Detail Cloth (PN 39016) or a clean, soft,
cotton terry cloth towel.
5. To enhance the finish, remove compounding swirl marks using 3M™ One Step Cleaner Wax
(PN 39006).
Basically, I applied it like old-school wax, then removed it with a clean rag. Some of the stains required more rubbing pressure to remove them.

There was a bunch of buildup / stains around the license plate.

After using the Rubbing Compound, I went over the area with Optimum Wax.

I used sanding sponge before I painted the tips block.

if you have some rubbing compound handy, i'd try a small spot on a tip, before trying the sanding sponge.
