So once in a while my rear back up camera decides to do this to me weird cuz it does it 1 out of maybe 15 times I reverse....

Hmmmm, I've never seen that on my car. When I wash my car I'm always careful about not directly spraying the camera with the hose. I'm always fearful that a strong direct spray might cause water to get into where it shouldn't be. Not that water is your issue, I'm just sayin'.

Mostly in my underground garage, only once in a while..

It happened outside too. shifted it in reverse and camera gave the same black screen. got into my underground garage and open and closed the trunk again and it worked...

You might have a loose wire or the camera is going bad. I've seen the cameras on eBay pretty cheap.
