2010 Ls460 low beam

2010 Ls460 low beam
i picked up a 2010 Ls460 yesterday. i found out that one of my low beam was off. so i turned off and back on then the light back on. but both low beam are really dimm and yellow like hallow light. anyone here know what is the issue? i need to replace my ballasts are just the bulbs?
